TJX Congressional Hearing Delayed Again

The TJX hearings in the U.S. House of Representatives have been delayed again—I’ve lost count of how often they’ve been postponed—and are now penciled in for November.
Various hot issues of the day have been pushing it back, suggesting that House leaders don’t consider the world’s worst data breach that big of a deal. But the proposed TJX settlement highlights the critical need for federal legislation to address the data breach problem.
Cards issued by European banks when used online cross border don't usually support AVS checks. So, when a European card is used with a billing address that's in the US, an ecom merchant wouldn't necessarily know that the shipping zip code doesn't match the billing code.
